Rating: PG-13? I guess? I'll update if anything bad happens.
Summary: Len has ice powers and is, on the one hand, a thief and generally not so savoury character. On the other hand, he's in favour of free will and equal chances, so somehow he ends up actually being pro-human. He's not sure how he ended up a good guy either.
Will match format, brackets or prose, all good.
1. He's out on the street for reasons known only to himself. Maybe it has something to do with the bank nearby or maybe that man in the expensive suit who passes Leonard and who realises about an hour later that his wallet is missing.
Maybe it's because that place on the corner, where Leonard pays with money from said wallet, has such excellent ice cream. Maybe he's waiting to meet someone, like a hot date or that police woman that'd do better not to be seen with him. Or maybe it is just for some good, old-fashioned fun, like creating a snowball in his palm and holding it as he considers where to throw it.
Feel free to interrupt him at any point.
2. Home sweet home. Only Leonard's current residence is literally inside an abandoned warehouse and as such it's not overly cosy, nor the best suited to keep any unwanted or even wanted visitors waiting.
Of course, unless somebody knows he lives here, they might not bother coming in. It certainly doesn't look very lived in, until one comes to one of the backrooms, which has the couch he's currently reclining on, reading a magazine with his feet propped up on the backrest.
The room is also cold. Not quite below zero, but if someone's breath runs hot, it would be visible. Leonard's breath can't be seen, but there are faint ice crystals forming under his fingertips.

His head tilts up when Len enters, rushing through a tumble of explanation before there's even a chance for greetings.]
I was supposed to go here while she's running errands. I've been spending too much time around humans and it's making me think badly.

[Len rolls his eyes. If Caitlin wants to get kinky with someone that is one thing, but he has to draw the line at her pulling him into that weird arrangement.
However, Caitlin's not here now, so all he has is Fitz and that guy's immune to any kind of sense.
So Leonard just walked past him to flop down on the couch, playing with the thought of exposing him to some true propaganda, see what would happen. Would probably get Fitz a very slow and cold death, if he was any guess.]

2.) Blood smuggling trade
[The grating voice precedes the blonde's appearance in the entryway, but its hardly an unfamiliar one. While their business deals usually didn't take place in such a 'cozy' location, Bill was a hard person to forget.
His teeth chatter and its amazing- likely due to this being this vessel's first time experiencing such temperatures; not that Bill would have any conscious idea about that. Whether Leonard knew or might object to a human just waltzing into his living space. Bill doesn't much care. He lets himself in, waving a small vial no bigger than a glow stick, pressed neatly against his palm.]
“Got a new SHIPMENT-- HOT OFF THE PRESS--!”
[Hey, at least hes not stealing kidneys-- there would be no market for those! His mouth curves into a mischievous smile]
“Think you could make it COLD off the press?”

Whether that has hit or not, Len has gotten to his feet, his face clearly unimpressed. Since Billy would undoubtedly talk again, even if he'd hit him - he could just claw the ice off after all - he doesn't waste any time before getting a word in himself.]
You know, when I told you to text first, it wasn't just so you wouldn't catch me in my underwear. You realise I'm not always alone here?

One thing the smuggler did have enough forethought to do is rotate the vial in his hand to avoid smashing it; blood can be such a messy clean up. He will at least have the decency to drop down to an 'inside' voice. The ice comes off.]
"Nice Digs."
[He take a few steps in closer, testing the waters.]
"Phones can be compromised. Had to be ditched. I know of ONE too many TECHNOPATHS and the BRIGADE of HUMANITY's WELLFARE has been getting way too handy with their volunteers."
[The latest propaganda messages have been making the future look far too grim, Bill would be scared if he even knew how. He holds his hand out so Len can inspect the merchandise. See? All in order.]
"You were today. I do my homework, pal."

[Leonard takes a look at the vial, frowning. He takes the news of the phone having to be ditched in stride. It's not surprising, given the state of affairs. Things are going to escalate sooner or later.]

Once the sun sets and prying eyes are nowhere to be found, Iris rounds the opposite corner, hands stuffed into the pockets of her trench coat. She manages to catch his gaze, and tips her head to the side. If he's able to follow her, he'll be led to a nondescript alleyway. Shut up, it's thematically appropriate.
(Let's hope you remembered some ice cream for Iris, Snart. As her lowkey bff, you know she favors chocolate.)

What he pulls out of his pocket is a closed box that hold several small vials of blood. "It's mutant blood. DNA jumbled so they can't trace it anywhere. But it can be used to bypass testing and pass as mutant when needed. I've been in the business for a while, but now it seems you might really need the stuff."

Sometimes he finds himself disappointed. Barry's always wanted a cool entrance.
Dressed in his trademark red suit and mask over his face, the Flash stands tall, smoking just a little beneath his feet. Running faster than one can think, he appears in the peripherals of so many before they even have a chance to remember his name.
"You're going to have to give that back," he says, voice deeply vibrating. He lowers his gaze with an evident nod toward Snart's hand. There's a wallet that's missing from the back pocket of a man who has his own fingers in a few powerful pies. If asked, the Flash would deny he's trying to look out for a frenemy.
You can pickpocket a thief, but Barry Allen's a man of the law. Maybe this is Captain Cold's chance of finally turning over a new frosted leaf.

Leonard lowered his hand and moved the other one, palm upward as he forms a few snowflakes and sends them flying. Nothing but a flashy effect, not unlike a snow globe, but it sure is pretty.
"Give what back?"
His other hand is empty now.

Captain Cold and his fancy snowflakes won't distract him this time.
"Come on, Cold," he sighs. This song and dance isn't as exhausting as the other dances he has to take part in are, but he finds it's becoming insulting for the two of them to engage in it. Snart knows what he's done. Barry knows what Snart's done. Snart knows why he's here.
Sometimes Barry suspects Snart pickpockets people whenever he's around as himself, the one who wears the converse shoes that aren't quite heat resistant and in jeans that aren't as tight as his Flash suit, for the sole reason of doing this tango.

Whatever her thoughts on the matter, they hadn't interfered with her mission tonight - infiltrate and take down the humans meeting before whatever they were planning had a chance to come to fruition. It had gone mostly without a hitch and there were now six bodies in the ground, either restrained or unconscious but generally not in a position to get up and cause any more problems. She casts one last glance around the visible perimeter before reaching for her device to call the op in for clean-up.
Philip would be happy to have some new 'volunteers'.

He's met Natasha before, every now and then. He isn't about to underestimate her, but sometimes he questions just how committed to her cause she really is, which might work in his favour here. Not a lot of people stood even a chance of sneaking up on her, but at least he's managed that, even if he's still in quite some distance. He could have come closer, but he's under no illusion of how long he could really be unnoticed by her.
So he doesn't bother and simply hopes that the icicle he's thrown will hit.
"All alone this time of night?" Leonard leans against the corner, which also means he could duck behind it should he have to.

"Anyone who thinks I'm an easy mark to take advantage of because I'm alone at night is someone I'd enjoy meeting. And enlightening to the error of their ways."
She has another means of communication in her vehicle, so she can still call this op in, but she needs to deal with the new problem at hand first.
